The flats that spread in Jakarta are surely only designated for lower-income people. Therefore, if the occupant is able to buy a car, they will be crossed out from the flat list.

According to Ika Lestari Aji, Head of Jakarta Housing and Government Building Department, the policy is set in Gubernatorial Regulation No. 111 on Mechanism of Flat Occupancy. In article 1, the flat is only occupied with lower-income people.
